FLARe Program (Mediation) Panel
The Family Law Alternative Dispute Program is a voluntary mediation program that is designed to be less expensive, less stressful, and less time consuming than traditional litigation.
To qualify for this panel, you must demonstrate that you have specific training in family law mediation.
Juvenile Law Experience Panel
To qualify for this panel, you must demonstrate that you have specific experience handling Juvenile Law matters. If you qualify, all other aspects of serving on our regular LRIS panels apply.
Limited Scope Representation (Unbundled) Panel
This program is currently set-up for family law matters only.
Unlike other referrals obtained via the LRIS, the half-hour consultation may be primarily reserved for an accurate description of limited representation services and additional screening of client eligibility by the attorney, rather than direct advice and assistance.
To qualify for this panel, you must demonstrate that you have specific experience handling “Unbundled” cases. If you qualify, all other aspects of serving on our regular LRIS panels apply.
Moderate Means Family Law Panel
As part of our Moderate Means Program, this services offers reduced fee representation to those in our community seeking help with a family law issue.
Moderate Means Family Law Panel Application
Today, many of Contra Costa County’s hardworking residents, living off moderate incomes, are facing a legal dilemma. When a family law issue arises, they are caught between ineligibility for legal aid/pro bono support and the inability to pay regular rates for private practicing attorneys.
There has been an explosion in the number of applications for reduced-fee attorneys since we modified the Moderate Means guidelines. With a panel of only 14 attorneys, the CCCBA has been struggling to meet the demands of the increased clientele.
As a family law attorney, you can make quality legal support a reality for many people in the area by joining the CCCBA Moderate Means Program.
There are two levels of client eligibility. You can choose which level they wish referred to their office and/or limit the number of cases referred per year for each level.
- Level One Clients: You agree to charge no more than $40.00 – $80.00 per hour, and not to request more than a $500.00 – $650.00 retainer fee.
- Level Two Client: You agree to charge no more than $80.00 – $1250.00 per hour, and not to request more than a $650.00 – $800.00 retainer fee.
The initial 30-minute consultation is at no further cost to the client.

Probate, Estate Planning & Trust Law Experience Panel Application
Mentor Program
If you do not meet the experience requirements to participate on the panels, you may sign up for our Mentor program.
This program is not applicable to those panels that require additional certification. You must have a mentor from within your firm who is an LRIS specialist and who does meet the qualification criteria to join our network.
